I would suggest that Bombers and Fighters be less effective against Infantry than vehicles (tanks, artillery, mech infantry), to reflect a reality : infantry can scatter in case of an air attack, but is usually not as vulnerable as vehicles.

From my reading of Civ 4, diversification of units will be more important that what it was in Civ 3, where a "diversified" army was one that consisted of MAs and MIs.
I agree with you that Infs styled forces should have advantages of other types of units. You mentioned that Air vs Inf could be one example.
Also, I think that there should be some terrain that only inf can fight at with their full potential. This type of terrain would include swamp, jungle, forest, etc.
Also, I think Inf units should have increased mobility that are associated unit. For example, increased use of inf via deployment and retrieval from the front lines via helo, or paratroopers. Also, to supplement that, I think there should be artillery that should be transportable via helo.
Anyway, I think that should be another balancing factor.

I suppose that "infantry" will have bonuses for every kind of "rough" terrain, including cities, juste like in AC. Which alone make it worth it.

a simple smart suggestion that fits in nicely with the new system.
A country with a killer air force can just decimate a tank heavy army (desert storm)
but might have a harder time with an infantry based army (vietnam)

I like that idea. Integrates the air power into the game where it was sorely lacking before.

This is a good idea. Aircraft do have an easier time with vehicles than they do with individual soldiers. Things that force you to diversify your military are a plus.
