Meaning, when stacks of artillery fire on a tile with artillery, there is a fight between them.
This would also means that Artillery would be back with Health, another good thing...

About that, I always wondered why your artillery could suddenly fire twenty-odd shells per turn if it hit an enemy artillery yet only one shell per turn if it was weakening actual enemy troops and bases.

No, artillery have to be supported by troops of some kind, if not the actual positions could just be rushed and then they would be taken over, as in Civ3.

I actually like the idea of artillery duels where a stack that takes artillery fire returns fire if it has artillery of it's own. That way we can avoid having artillery live through the game from catapult to radar artillery, while changing owners a hundred times (theoretically possible now.. but who builds radar arty?)
As for the number of attacks it generates, well, that's a gameplay vs realism issue, i guess. Not very important to me, personally.
WHen all is said and done, yes, artillery duels were a great feature of SMAC, and would be a great feature in CIV4. Of course it's far too late to get it in if it wasnt before.. :/
