On the editor In the "players" section of "scenario properties" the techs, civ color and leader name and gender are greyed out and unaccessible.Whats with this?

This just shows the player data. To edit it, you go to Rules -> Edit Rules (well, first do Scenario -> Custom Rules), and then the civilization tab. You can edit all that there.

But what im trying to do is set the techs,and u can only give 4 in the edit rules menu

Ah, found the button. On that menu, uncheck the box "Civilization Defaults" and all that greyed out stuff is alive.
