The advantages:

-We get Troop Experience
-We get more Intelligence on German Habits

The Disadvantages:
-We go to War
-We could lose troops
-Our whole plan could collapse's around our pointy ears

yes the horsemen will most likely raid and steal gold from Hiedelburg. You may have not realized this yet, but the game empereor and on that level barbs are a lot stronger compared to chieftain and warlord. Hiedelburg will kill a lot of the barbs, but in the end 24 is too strong a number for the city to withstand.
