I can't find the source .xml's. It would make sense for them to be in the customassets/xml folders, but no luck. They're empty. What am I doing wrong?

The source files are in C:\Program Files\Firaxis Games\Sid Meier's Civilization 4\Assets\XML. The customassets folder is where you'll want to put your modified copies.
