I am playing the latest TAM and many of my cities do not expand population past 4 citizens [I have 12 cities]. I am growing 16 food and thought there should be rapid expansion but each city says expansion in 9999.
Is one of the civ advances killing population growth?:confused:

The mod you are playing has the maximum town size set to 4, meaning that you will need an aqueduct equivalent improvement if you want it to grow to city size. Placing a city next to fresh water source (river, lake) will also allow it to grow to city size.
