OK, I don't know if this comes up in PBEM games or not, but it's been a consistent problem when my wife and I are playing our Hotseat game.

Our Civs have Open Borders and are connected by trade routes.

We're wanting to make a deal where I send her Pigs and she sends me Corn. But when I bring up the Diplomacy screen on my turn, I can only put my Pigs on the bargaining table. Even though her Corn shows up, I can't select it.

On her turn, she tried clicking on her Corn, but it pops down to the bargaining table for about half a second then goes away, popping back up in her list.

The same thing happens with her technologies. If she selects one, it goes down to the bargaining table for half a second, then back up.

That doesn't happen on my turn - when I click on an item it stays on the table.

What's going on here? How do you do diplomatic agreements with a Hotseat game?

A LOT of people are having this issue and are posting about it all over the place ... it seems like it's a bug. Sorry.

I haven't tried regular internet multiplayer. Is diplomacy working properly there?

There is a way around this. Create a HotSeat game with 1st player random, 2nd player and 3rd player will be you and your wife, then the rest of the players you want can be AI. Pick how many civs you want, say 8 on standard map, and add one, making it 9. On 1st players 1st turn, delete the settler. Problem should be fixed, worked for us :goodjob:

My wife and I played a hot seat game and had no problem - when contacting another player just used the trade screen.

Like nuberon said, there's a workaround that I posted in this thread:
