No, you can't convert LHs. :(

There's a way it can be done because if you load one of the three mods (mesopotania or something like that) you'll see the Sumerian leaderhead. It is not animated however.

So basically, if you look at that mod, you'll see how it can be done. Just don't expect it to be animated.

Yeah, you could make a static picture, but not convert the FLCs. It's a completely different format in Civ4.
