I'm looking for a mod that automatically enables 'avoid growth' if growing will result in unhappy or unhealthy people. Unhappy people don't contribute, but are still eating the city's recources.

Also the other way around, if both the net happyness and health are greater than 0, avoid growth should be turned off automatically.

I have no experience in modding civ4, so if anyone has a mod, or can create a mod that does this, I would be very happy.

Such a button already exists on the city screen. It is on the buttom right of the panel of buttons for "emphasize production", "emphasize commerce", etc.

I know where to find the button for avoid growth, but it's not very usefull currently unless you like micromanagement.

What I'm looking for is a automated function like:

If (net happyness <= 0) then avoid growth
If (net happyness > 0) then allow growth
