What are the city limit rules this time around? All my cities are adjacent to rivers and lakes so i have no problem growing them to 11, but they stop at that and dont get any bigger.
I know in civ3 you need aqueduct, hospital to grow cities past their limits, but i cant seem to find anything regarding this in the manual/civpaedia.

There is no population cap based on building like in previous Civs. Your city can grow to any size as long as you have an overflow of food.

In fact the fixed limits are replaced by a dynamic system - health.Without a healty environment around the city, certain building or health ressources, growth will stop soon, because unhealthiness begins to eat more and more food.
