Is it possible to incorporate the ability for any given city to produce 'nothing' in its production menu, and as a selected option for doing so, such as with wealth; but the difference here being that the selection is actually the option to produce 'nothing'?

One - because you can and if you don't require what's available or want to deal with maintenance costs. Two - because I need the ability for a mod.

I haven't tested if it works, but theoretically you should be able to add a new Process, just like the Wealth, Research and Culture production options, and make that process turn Production in to nothing.
