I have heard that it was a palace in CIV IV like in CIV III but I can't see it and I can't find graphics for it... Has someone seen this "ghost" palace ?

There was a reference to a "throne room" somewhere, but I don't remember what or where it was. Maybe Firaxis started on it and abandoned it.

Well, to the general discussion, most probably. Of course, you were right in presuming that the modders would be more likely to have seen the palace / throne room than the generic player...

I don't even remember the palace in Civ3... :(

It didn't show up in mods. So unless you played out-of-the-box you wouldn't see it.

When you enter in the Debug Menu, you can see a "Throne Room" option. I guess it was taken out of the game at the last moment. Perhaps it'll come back with a patch or an extension.
