I find that the enemy computer players are way too peaceful. Computer players almost never attack each other. I want enemys to hate each other and actually attack each other and capture cities and do everything else involved war. Now i know that on harder difficulties the enemys are more agressive, but I want to play on a level playing field. Anything above Noble makes me worse than them. I just want to have a fair battle where both teams attack. Are there any mods out there that do what i want? if not could anyone make one that does this? I would appreciate it a lot.

That's odd. Wars between the AIs start all the time for me, and I usually play on Warlord.

In my games, the amount of conflict only feels right if I have 1.5-2 times as many civs as the default number, and I check "agressive AI".
What bugs me more is that I've been playing pretty heavily since the day after Civ4 came out, but I've only seen and AI civ completely wipe out another once.
