is there a possibility? i forgot what game this was in.. XD
But you wer able to build cities @ Ocean's as if you are in a land.. And you have another kind of 'road' and 'farming' and etc.. And this is only possible on advance tech ages.. Sorry if its a sucky idea.. :P

i think you mean call to power I & II. in CTP I you were also able to build sky-cities in the orbit of the planet. i think this were great games inspite of the fact that they have a lot of bugs in it.
but the idea is good. i miss my u-cities...

or perhaps Alpha Centauri, you could build cities in ocean tiles there.. I saw a post where someone is trying to mod this one in, but can't remember if it was this site or not

oh yeah, build water cities, then raise the sea level, drown the world, then lower the sea level, lots and lots of land. :) I love Alpha Centauri

Alpha Cent... and Call to Power I, both had sea cities. And the railroad increased movement, and mag levs granted unlimited movement. I loved the sea cities in ctpI.

that was funny. espacially when your competitors havent had those *sea-domes*(?) and their cities where whiped out through the watermasses...hehe....;)

call to power II had to...but with all the bugs they appeared as normal land-cities and it looked weired....especially whenn a civ in modern-era cnquered a seacity it was displayed as skycrapers on ocean...
and i like the futuristic look of the sea-cities...
