I try to develop a World War I scenario and I started by doing the civs. Because I'll probably never finish the scenario anyway I release parts I've finished so that at least something useful comes out of it.

In this case "something useful" means:

- You can use the graphics for your own mods
All civs feature historic flags and leaders from the WWI era

- You can use this mod to play normal Civ games with different civs.
However because of the nature of my scenario design all civs are totally
equal. There are no free techs, favoured civics, leader traits or unique
units. IMO the mod could still be useful for multiplayer games 'cause no difference also means perfect balance.
It may not suprise you that if the AI controls the civs it is not easy to get along with them. All leaders share the same personality: "undiplomatic militarist".

LIMITATIONS:
- English-only
- Crappy generic diplo-text in a few cases

I downloaded it. I'll be interested to see how this goes. Hopefully you find a good Europe scenario for it.

ok i loaded it but it has no leader traits, UUs OR start techs, so-

whats the point if all leaders are the same? i dont really like it myself :(
