View Full Version : How are votes calculated for Diplo Victory? Pop points or "literal" population?

I remember back in civ 1 that the "population" of your city would be exponential with the number of pop points it had. Thus, bigger cities had bigger "populations", even though the number was totally meaningless back then.

I haven't been keeping track in civ 4, but is the "population" ("Your empire has reached 20 million souls, horray!") calculated off of the number of pop points you have or do bigger cities count for more? How about for diplo votes?


I'm getting pretty turned off by Civ right now. Actually "winning" the game feels like a chore, given that all the victory conditions are so similar. Calculating vote bonuses for larger cities would bring an interesting twist to the game, as it diversifies the goals you can shoot for to end the game.

Not 100% sure, but fairly confident:

"Your empire has reached X million souls" -- bigger cities count for more
Population in the demographics screen -- bigger cities count for more
Votes in the UN -- literal population points.
