UN Resolutions -> Can Be used to Disable your Enemies
Some Players just used it on me, instead of 4 Promotions Per New Unit, I get 1 to 2 because my Warmongering-Civics-Options were disabled by the UN

I use against CPUs most of the time. It's somewhat difficult to pass on resolutions other than the free trade route one.
However, UN resolutions shouldn't change your civic, but bring you diplo penalties if you don't change.

Just as fun is to use the UN to force free religion on isabella.

Try forcing Universal Suffrage on players who use a farms/specialists strategy.
Btw, the max number of exp you can get from warmongering civis is 4 exp. That's one less promotion, tops.
