Many people appear to believe they explode far too much in Civ 4 currently, so to make them explode less do you make this number less or more. It surely must be to do with this figure in the buildingsinfo.xml.

Yes, the number means that the plant has a 1 in 1000 chance of spontaneously exploding every turn. Change this number to, say, 10,000 and you'll cut the chance of the plant exploding to 1/10 what it used to be.

Even better, replace the '1000' with '0' and the plant will never explode. That would be the odds of a modern plant melting down (i.e., it can't happen).

Is it possible to mod them never to explode after fusion is discovered? Thats the way it should be, IMO.

No, not until you've added a custom building "Fusion Plant" or alike, with the number set to 0.

This would however mean you have to build the new plants instead of the old ones.
