what exactly is this mod for? i checked out the ciilopedia texts and stuff and there all seem to be in russian.

You must have spended A LOT of hours in doing this mod. Too bad its not very popular...

1.21 version Russian patch coming soon. An I'm developing a mod/scenario with 31 civs, +15 extra UUs. Need great work with graphic/animation things, and gameplay balancing. Of course in Russian.
