How should impeachment work for the Governors?
The Triumvirate can fire them in some way,
A Floor vote of the Citizens Assembly
The Judiciary can remove them

Same comment as the other impeachment vote, floor vote if all citizens are allowed to vote.

Since being a governor means balancing your citizens' needs with the nation's needs, I say governors should be able to be impeached from both sides:
-The governor's subjects can impeach him with a citizen poll, if he favors the nation over them too much.
-The Judiciary can remove him if he favors his citizens over the nation too much. (I don't recommend a nationwide citizen poll for this; if there's something every state wants (a Wonder, for example) and one governor successfully gets it built in his state, it would be too tempting for the other citizens to impeach him for receiving it instead of them.)
