Something not quite right about my current game, I can only launch precision strikes on my own cities. Fairly new to Civ 3 so am I missing something here?

I am afraid you can't bomb your cities with either normal or stealth airplanes. But if you destroy every improvement with Precision strike it will afterwards damage population each strike.

It is better though to use artillery or starvation in my opinion.
