In the War for Saltpeter (http://forums.civfanatics.com/showthread.php?t=141483) thread there is a general agreement that we need this extremely valuable resource, and taking it from Rome seems to be our only safe way of ensuring a long-term supply.
This poll is to determine the preferred timing of that war. There will be a subsequent poll on the declaration itself, as required by our laws.
The choices are:
As soon as the military is ready. The deals we had with Rome where we gave GPT or a resource have ended, so our trading reputation will not be harmed by declaring war.
Wait until all the deals where they give us money are ended.
Much later, when we have better units which don't require saltpeter. No war is not listed as an option because it will be the other choice in the declaration poll. If you don't want war, you can abstain in this poll. On the other hand you can still vote in this war and affect the timing if we do choose war in the other set of polls.
Public poll, 24 hours. The short duration is to allow a properly worded declaration of war poll to last a reasonable amount of time.
