Are program bugs exploits? I was playing a game and for some reason, the minimap showed me all the territory for a few turns, then reverted back to the normal view. It was early in the game, so I saw things I normally wouldn't have seen. If the game shows me things that I shouldn't see, should I consider that to be an exploit? Should I pack in the game? What's the ruling on the field?

Well, if its a bug, there's not much you can do about it!
If you can reproduce it, then please let us know how, and report it in the 'bug reports' forum so that it can be fixed.
If something like this happens unintentionally, then its fine. It would be exploitive (and therefore prohibited) if you could (for example) reproduce this at will, and did so to gain an advantage.
