This is something I threw together recently to help with the strategy side of Civ IV. It's an Excel spreadsheet with some reference sheets and forms to help manage your cities and units. I'll go through each sheet and give a description of what it's intent is for. I have no macros or anything, it's designed as a print out.
Cities
This sheet is a form for managing your cities. You can list your cities an assign specialties to them, such as Defensive or Culture center. You can also list a city's special title, like Capital or Holy City for quick reference. The resources section was intended to list resources by that city, but I haven't been using it much. Note that you can list more than one type for each city. Also, this probably won't come into play at least until you reach the classical period. The ancient period would be a good period to start looking at your cities, however, and begin the planning.
Units
I made this sheet more for Naval units, but designed it for general purpose. This sheet is for tracking your units (especially if you like renaming them). You can list the unit name (ie Carrier), the name you gave it, (ie USS Enterprise), the type of unit it is, and where you are stationing the unit during peacetime. Both the city and unit sheets have a section for the Name you are using in game, the name of the save file, as well as the civ and leader you are playing and your state religion, if any.
Default City Names
This is a reference listing all of the default cities names for each civilization. A quick reference for us renamers since cities are a good source for ship names.
Naval Types
A quick breakdown of Naval types. Also, it contains a reference with recommended name categories for each type of ship.
Name List
A (uncompleted) list of names to use in the different categories mentioned in the last section. There's room for plenty more so feel free to add to it.
Building Strategy
This goes back to the Cities form in that it lists the buildings recommended for each strategy type. These are the based on the default game, so mods would have to be adjusted accordingly. Note that some buildings work for multiple strategies. Also, improvements and wonders that promote growth were classified under economical.
The last two pages are just reference pages that I used while creating this and if you have no need for them, you can delete them or whatever. They may be of use for a quick reference.
Lastly, this is free for all to edit and improve for the way that best suits you. I may try to make some improvements on it down the road myself, but if anybody wishes to make fixes, improvements or additions, feel free and let the rest of us know. Anything that helps is great. In fact, if any modders out there can figure out how to implement the city manager or unit manager into the game, that would be even better.
