What if religions were removed from the tech tree and where researched by culture, so something like the first city to have 100 culture would found a new religion. The second religion to be founded (by anyone) would require 500 culture. Once a city has founded a religion it can not found another one for 100 turns (to stop one city monopolising all religions). I guess that this could be made using python. Anyone has any idea on how this could be made or whether its a good idea?

thats not very logic if it can't find a religon for the next 100 turns, then is having a city with 2 religons is very rare and almost impossible, perhapse with the exception of the first and the last, but then cities like Jeruzalem would hardly exist. And I think ist quite logic that a country with a well devolped sience founds religons, for instance three of the seven religons in this game: Buhdisme, Taoisme and Confucianisme are founded in China because the chinese where great thinkers in that time, and those religons are there way of how you should think, in order to achieve rest in your live and spirit (according to the chinese the greates good), by meditation, by nature, and by obeing the law and your parents, I think that they have thought about that pritty well. And isn't it a bit weird for a civ to have confucianisme, the one for obeing the law and parents without ''code of law''? Or Buhdisme without Meditation. Or hinduisme a religon with much gods, without Polytheisme(Which mean multiple gods in ancient greek), or Judisme or Islam or Christianty whithout Monotheisme(which means one god in ancient greek). Or the islam which has a book of law in its holy book ''the koran'', without divine right? Or christianity, Vaticaan city is a theocracy, so would that be possible without theolgy, I don't think so
