I noticed that my watermills give +2 food 2+ hammers and +2 commerce..farms only give +2 food..I am running state property, so watermills should give only +1food..only logical explanation I could find is that my teammate saladin is also running state property. Are state property effects cumulative in team? And if Tokugawa switches to state property watermills would give +3food?? State property makes water mills and workshops give an additional +1 Food. This means that when you can, you sohuld build watermills instead of farms, as they will give production and commerce as well.

There is a bug where the tile bonuses from universal sufferage and state property stack if both you and your team mate have the same civic. Since both you and Saladin are running state property the food is being added twice. I'm not sure iff it would add a third time if Tokuwaga switched to state property.
