Yes, and if you go there you usually get a ticket for up to ~5 million dollars unless you have clearance from the government (those darn spacecops are quite mean so don't argue with them unless you want a doubled or even tripled ticket).

Yes because the full effect is eating it and nourishing your body so your brain can function correctly like telling you not to walk during a green light cuz you will get hit by a car on your way to school where your brain helps you pass tests so you can (allegedly [really just a big lie]) get a high paying and satisfying job.

Yes, yes they can.
