I sure do have the newb questions today. I have researching fishing, however I am not able to build boats with my towns that are next to water. Does anyone know why I am not able to build them....or perhaps I am not looking in the right place.

It should be in your production icon box. Are you sure the city you want to build a boat in is adjacent to a coastal tile? It must be adjacent, not just have coast in its fat cross.

Fishing lets you build work boats that are next to water. When you're talking about water, make sure it connects to the ocean and it's not a tiny lake or some river.
Other info that might come in handy:
Sailing gives you the galley, which transports units to nearby lands.
Optics give you the caravel which lets you go anywhere in the water.
Astronomy gives you the galleon and frigate.
Radio gives you the submarine.
Combustion gives you the transporter and destroyer.
Industrialism gives you the battleship.
And those are all the things that are pretty much related to boats.

How big must the coast be that it is adjacent to? My city is right against the coast, I get the fresh water message. I'm pretty sure that it is an ocean, but I guess it could be a lake/river. It appears to be atleast 4 or 5 tiles in total area. Are you refering to the colored area of influence when you say fat cross?

The fact that you get fresh water mans that it is probably a lake and not the sea. (lakes can be really large.)
the bodies of water are
Rivers: only exist between Tiles, give fresh water, connect trade routes, No ships allowed
Lakes: small collections of tiles of water, give fresh water, give 2 food+ 2 commerce, No ships allowed
Oceans:large collections of tiles of water, do not give fresh water, give 1 food+2 commerce before lighthouse is built, Ships allowed (as well as lighthouses, harbors, drydocks)

Fat cross: The Xs in the diagram below where C is your city

Those are the spots that the citizens of city C can work IF your culture/borders (colored area of influence) is covering them

Are there any resources (fish, clam, etc.) in that lake?
Also, remember that fresh water means that it's not the ocean.
