Shouldn't we also nominate at least one governor? I might be unclear on the process, but it would seem like we need at least one governor for the capitol city, since it will presumably be founded during the first official game session (as well as to create the first governor's council).

And to follow up on what Alphawolf said, there is another section whch says the governor position is not created until after the city is built, and is appointed by the Minister of Interior (or whatever the name is). Next term all the governor positions (and there may be a lot of them) will be included in the elections.

You're right; it's the Minister of the Interior. Cabinet member have Minister, Triumvirate member have Secretary to distinguish the two.
