As part of my running for Ministry of the Interior, here is my proposition so far. Please excuse the odd format, i had originally typed this all in Word.



Economic Advisory Board
DESIGNED TO COINCIDE WITH A TRIUMVIRATE GOVERNMENT

“The goal is to achieve a healthy economy and allocation of resources in the mid-late game to ensure the means of achieving victory through any means desirable.”

P r e – G a m e O u t l i n e

The Minister of the Interior will always have a guaranteed seat on the board, though the leadership of the board is not under his or her jurisdiction. There shall always be an odd number of members. If the Minister of the Interior feels that there are not enough members he may confer with his fellow Board Members and appoint more.

At the beginning of the game there will only be one member on the board, the Minister of the Interior. He may appoint a deputy if he wishes. As the empire expands and the game progresses more seats will be added up to a maximum of 5 members including the Minister of the Interior. All members are EQUAL and there shall be no leader. However the Minister of the Interior shall be the spokesperson for the group.

4000 BC to 0 AD = 1 Member
1 AD to 1500 AD = 3 Members
1501 AD to End = 5 Members

4000 BC to 0 AD

This falls under the office of the Ministry of the Interior. The Economic Advisory Board fully endorses the following courses of action in order of importance.

- Ensure a good number of workers are being built.
- Connect all available military resources first.
- Develop tiles around cities in such a way to maximize production with manageable growth rates. (Advise the governors to make wise choices and caution them against growing too rapidly [inflation avoidance preferable]).
- Connect valuable resources no longer near cities.

Goal: Maintain as high a science rate as possible. Not to run a budget deficient of more then -5 Gold /per turn for more then 10 turns. Accumulate a treasury of at least 500 Gold by 0 AD.



M i d G a m e S t r a t e g y
1 AD to 1500 AD

Two more members shall be added for a total of three. The other two members would preferably already be governors of cities that are on opposite ends of the empire (like an East and West or a South and North). This way the two newly appointed governors can work with neighboring cities as well.

- Acquire all commerce friendly technologies.
- Build all commerce friendly buildings. (Again close contact with governors shall be made)
- Connect roads to friendly foreign empires with the intent of trading.
- Branch roads out to unsettled lands with the intent of transporting settlers to their destination faster and already establishing a trade connection when the city is built.
Goal: To maintain a science rate of at least 70% yet no higher then 90% to which the remainder would be capitalized for treasury growth. To be running a budget surplus of no less then +5 Gold /per turn. To accumulate 5000 Gold by 1500 AD. Have at least one trade mission conducted. To have any/all available commerce friendly wonders built.


L a t e G a m e S t r a t e g y
1500 AD – End Game

Two more members shall be added for a total of five. Preferably each member will now have some influence in different sections/states of our empire.

- Acquire all commerce friendly technologies.
- Build all commerce friendly buildings.
- Build all production friendly buildings.
- Ensure all tiles are converted or enhanced to provide maximum balanced productivity and growth.

Goal: To maintain a science rate of at least 60% yet no higher then 80% to which the remainder would be capitalized for treasury growth. To be running a budget surplus of no less then +10 Gold /per turn. To have any/all available commerce and productivity friendly wonders built.

E c o n o m i c R e p o r t s
To be issued at intervels to be determined.

The evaluation shall detail the following:

GDP: Provided by the game.

GDP Growth Rate.

Treasury Status.

Desirable Goals for Treasury Status at next evaluation.

Forseeable oppritunities to improve the economy.

Forseeable risks or dangers to the economy and suggested methods to prevent them.

Luxury & Trade resources obtained.

Luxury & Trade resources available yet unobtained.

Trade; with whom, possibilites for the future, risks for the future.

I n v o l v e m e n t

Because the welfare of the nation as a whole is dependant on a strong economy it is benificial for the government to have a strong role in it's direction. The Ministry of the Interior is chief in this concern but it should not limit itself to just that. That is why this council should and must exsist. By appointing governors or members of the cabinet, other opinions and points of view can be respected, realized, and given oppritunity.

Aythanaeus's Platform as Minister of the Interior

“The goal is to achieve a healthy economy and allocation of resources in the mid-late game to ensure the means of achieving victory through any means desirable.”

This shall be achieved through the establishment of the Economic Advisory Board which is outlined here (http://forums.civfanatics.com/showthread.php?t=150304):

Through my office the Ministry of the Interior seeks to maximize economic outcomes through superior management of workers and close communication with governors. My office will respect each and every individual governor and not impose direct orders unless dire circumstances warrants such action. Of course the Ministry will make recommendations and strongly encourage governors to adopt a more economic outlook in it's development.

My direction for the economy shall be designed in such a way as to maximize treasury income in hopes that we can provide funds adequate enough to allow a high science rate. Conversely our neighbours may not be as peaceful and therefore our coffers need be full to support a military.

In the early game our sole focus scientifically will be maximization first to the economy, defence, and then the aquisition of new civics. This is of course just a recommendation to the Ministry of Science. Militaristically, we would be quite defensive although curious of the outside world. Archers of course would be in our best interest and scouts would be excellent to explore. We would not adopt a militaristic approach unless dire circumstances warranted.

In the mid game our focus would be on the development of economy friendly city improvements and establishing more trade networks with friendly nations. Militaristic resources such as Iron or Horses would be very closely watched over and likely not traded. As the economy grows a small army would take shape to meet the needs of a growing world. Cultural development would be empasized as well to passively exert our dominance over our neigbours.

The late game of course would be more geared towards science and further development of the economy. Through the actions of the EAB we should be set up for victory through a space race or world dominance. At this point if we wished we could spawn troop upon troop to meet expansive desires. If needed we could build space components at record speed.

Ultimately I feel my platform is superior because it seeks to work closely with other offices of government, shall respect the judgement of the governors, and throught the establishment of the EAB; our government as a whole will be more effective in it's decision making processes.

Question for the candidates:

If our starting location is equidistant from a food source (e.g. wheat), and a strategic resource (e.g. stone), which do you develop first and why?

A very good question, which I like to extend:

Suppose we have three Resources near our Capital: Food (e. g. Wheat), Strategic (e. g. Stone) and Luxury (e. g. Ivory), and suppose we have the techs to improve them all. In which order would you improve them and why?

Of course you don't have to name a fixed order. In case your decision depends on other factors, please narrate your thoughts in detail.

FORWARD: Sorry I started this reply at when the post was fresh. I finished and found a few responses! heh! I'll re-edit again in the morning to address Blkbird's addition to the question, sorry Blkbird... I'm dead tired and need some shut-eye!

QUESTION POSED BY SIGMA:

Thats a great question, and one not easily answered! Both offer a significant bonus in an early game! Lets take a look at a few scenarios here:

1) Choosing a food source first such as Wheat (+1 Food) can be farmed to earn (+2 food). Or say it was a Cow (+1 Food) which can be upgraded to (+1 Food, +2 Production). What are the benifets of choosing this route? Well for starters it would increase our growth rate for an early game start, but it increases our health for when we grow later and establish granaries or markets.

2) Choosing a strategic resource such as Stone (+1 Production) can be quarried (+2 Production). Or Marble (+1 Production) can be quarried (+1 Production, + 2 Gold). Choosing this route gives us higher production and allows us to build faster early in the game which can also be quite benificial.

My Preference:

Personally I would choose food early on in the game which may suprise some of you, but allow me to explain myself.

1) Food resources, especially when improved upon, allows us to level our city from population 1 to 2, or 2 to 3 faster which allows us to access another tile for resource collection. In the long run, doing this pays higher dividents.

2) The food resources commonly provide health benifets which will allow us continue healthy sustainable growth later in the game. We won't be curbed by unhealthiness or unhapiness quite so easily in the future which makes all offices of government better off because our science rate can remain high, we earn more money, we can focus a bit more on culture... instead of having to build expensive health improvements early on.

Soon after Wheat was connected I would go on to quickly link up the Stone resource of course :)

Collaboration and negotiation is definitely the only real answer!

The economy is the coal furnace of our steaming locomotive! If it runs dry everything else slows to a crawl! Science rates would drop, our military capability would be in tatters, our culture would not have the means to bloom!

Because you can not do everything at once you must prioritize from time to time which office of government is most important. For example science is extremely important in the early game so we can have an edge on our neighbours. To do this I must talk with the ministers of science, culture, and the secretary of war and ask them how they feel and advise them on the situation.

As well the Ministry of the Interior, if run in a stand-alone'ish fasion would certainly antagonize the governors whose power will feel underminded if the minister simply told them what to do all the time. My platform is one that is open to everyone... from Washington with population 13 to Los Angeles with population 1... each governor has a say. Each cabinet member has a say.

The Ministry of the Interior would be a farce without collaboration and negotiation. Excellent question DaveShack!

Which posts are those? PMs were sent to each candidate ahead of the election requesting a platform so it could be posted, did you respond? Even replying to the thread with your platform soon after the poll opened could have made a difference.

CivGeneral ended up in similar circumstances over in the Sec of State election. People are going to notice who is most active currently and who is being proactive in the campaign.

I sent a sent a PM to you as I sent one to everyone who was running. I remember yours as I had trouble spelling your name and getting the computer to send it. I sent them out five at a time so four other people got a PM with you name at the top (I put all 5 names that a particular PM was addressed to on it). If you would kindly reply to that message I will include your platform in the first post.

Also notice if you would that the first post was edited last 14 1/2 hours before Aythanaeus posted his platform. I have not included anything in any first post of any election thread that a candidate did not give me permission to as I would not want to take a candidate's words out of context.

It's a pity there apperantly has been some mishap in this election. But since the complaint is likely to remain informal, it will probably not change the outcome.
