Is there some way to ensure that a city that revolts against its government in favor of mine ends up making the full flip? It seems that more often than not a city will revolt, the counter will count down, but when it's done, the city just stays with its original civ...

Any insight?

To flip, a city has to revolt twice. They never flip on the first revolt. So what typically happens is the AI moves additional troops into the city, which often prevents the second revolt from ever happening.

Ah, I see, gotcha. Is this not the case on Cheiftan or Warlord? I seem to recall first-time flips in my first few games while I was learning the new ropes...but maybe the second flip just happened very soon after the first.

It might be different for those levels. However, in my case I often fail to notice an initial revolt or subsequent ones and am surprised when the city does flip.

I have a hard enough time taking care of my own cities to worry about the AI's. :crazyeye:

Is there any way to 'encourage' a city to revolt?

I've had a few cities in other empires become surrounded by my borders as my culture increases--so as time goes by, they tend to shrink down as they have fewer squares to work, and eventually become size 1. Sometimes they revolt and join me; other times they seem to sit there for turns and turns without revolting.

You can reduce the number of troops in the city to encourage revolts.

If you reduce the number to zero, the city flips automatically! ;)

I was trying to avoid just declaring war. ;)

I'm new to Civ 4 after playing Civ 2 for ages, so this whole Culture thing is new to me and I want to experiment.

That's roughly how I've been doing it so far, though the surrounded cities are not always flipping--I'd not thought of trying to send in missionaries too, though.

Haha... in the game I'm currently playing one civ was trying to nab a couple spare iron around my territory. I built a city next to the iron and just queued a bunch of culture producing improvements.... I turned my attention back to the war I was in, when I looked back about 50 turns later I found that the city was revolting and a turn after that I got it. They are currently trying to do that again so I'm about to re-teach them.... I really should expand to resources faster.


Sorry... I know this isn't really a necessary post in this thread, I just found it slightly on topic and funny.
