I saw in a succession game (don't even know what that is) posted by Sirian that he built a temple in his capital as his first building. Given that a capital generates considerable culture and that any enemy civs near it will be out-cultured already, why invest in a temple so early if there is no unhappiness and most likely no desire for a priest?

I've done it at least twice before, so I could get a Great Prophet sooner (I needed the cash pretty badly).
It's really best not to nitpick one teeny little thing someone does. There is not a single time and/or place for every building, civic, unit etc. If he was playing as a spiritual civ, then that temple could have been the cheapest building available to him, at just 40 hammers. Maybe happiness was a problem because of a lot of food resources but no luxuries.
A succession game is where two or more players play one game of Civ, exchanging the file every twenty turns or so.

Sometimes early on you get a situation where you have already built a few military units and you want to give your city a chance to grow a bit before you build a settler and so you have to build whatever is available. I've had to start a barracks before just because it was the only thing available at that time.

Dunno about what your diffculity you are on, but on Emp level, cities get  at 6 pop if you don't have any lux resources or temple.

As its something to build to give your empire time to grow, let you do a bit of worker actions before you start on another settler or just to wait untill you get a tech.

6? It was 4 for the capital and 3 everywhere else in my current Emp. game. Needless to say, I hit that mark in a hurry.

If you only research religious techs, temples may be the only thing you can build!

You can always build military units...

Buildings have no upkeep cost, units do.
