That's what we've been doing for 3 for a while now. The number of submissions coming in definitely justfies it for 4. Have you seen the submission graph (http://hof.civfanatics.net/civ4/stats.php?show=submissions)?

The graph is showing the last 30 days. The one on the site is generated automatically each time the page is refreshed. 11&12 on the above graph is Christmas day and Boxing day. I think that shows that the HOF crowd is just not fanatical enough ;).
