Here is the fallmod4readme.txt file to give you an idea of what to expect. It's pretty much everything from the previous releases aside from the terrain changes and new Civs. Some of those were lost forever - I kick myself for not backing up.

This MOD is for the game Civilization III *AND* the add-on Play the World. It is constructed of elements from the game Fallout, Fallout 2, and Fallout Tactics owned by Interplay. This is not an "official" MOD but a piece of fan fiction.

WHAT DOES THIS MOD DO?

Resources
~~~~~~~~~~~~~~~~~~~~~~~~
Replaces the Civ3 luxury resources to those that would be found
in the Fallout universe;

Cattle = Brahmin
Wheat = Cabbage
Silks = Xander (Roots)
Dyes = Broc (Flowers)
Game = Wolves
Furs = Gecko (Pelts)
Incense = Cactii
Spice = (Rad) Scorpions
Wine = (Mutated) Corn

Parenthetical words are omitted in the game due to length
restriction in naming resources. All the original commerce/
production values have been kept to maintain game balance.


Advisors
~~~~~~~~~~~~~~~~~~~~~~~~
The advisor portraits have been changed to characters in the
Fallout Universe. The advisor buttons on the left side have
also been changed to reflect the new portraits and Fallout
style.

Domestic = Sulik
Trade = Harold
Military = Marcus
Foreign = Killian
Culture = Lynette
Science = Myron


Advisors Backgrounds

Changes the background to the battered and rusted steel of the
Fallout universe. Matches the new changed advisors.


Info Boxes
~~~~~~~~~~~~~~~~~~~~~~~~
Replaces information boxes in the left and right lower corner
of the playing screen. Pipboy is in the turn state!


Pop Up Boxes
~~~~~~~~~~~~~~~~~~~~~~~~
Changed borders around boxes that pop up during gameplay,
usually advisors.


Diplomacy Windows
~~~~~~~~~~~~~~~~~~~~~~~~
The diplomacy windows have been changed to match Fallout style graphics.


Buttons
~~~~~~~~~~~~~~~~~~~~~~~~
Fallout style buttons to match the new backgrounds and boxes.


Combat Experience Levels
~~~~~~~~~~~~~~~~~~~~~~~~
Unit levels reflect Brotherhood of Steel ranking system.

Conscript = Initiate
Regular = Squire
Veteran = Knight
Elite = Paladin

I realize it looks funny to see a Knight unit with the experience level of Knight...


Governments
~~~~~~~~~~~~~~~~~~~~~~~~
Despotism has changed to Tribalism. Everything is the same except the leader title has been changed to Elder. No King unit created yet.


Raiders
~~~~~~~~~~~~~~~~~~~~~~~~
.Neutral off white colour
.Replace Barbarians
.Raider names reflect actual Raider gangs from Fallout as well as a few related to Fallout in some way but not necessarily game characters.


Time Change
~~~~~~~~~~~~~~~~~~~~~~~~
The game begins in 2080 A.D. - 3 years after the Great War. It is around then that the landscape changes to the wastelands and flora and fauna mutate hideously.

I changed the passage of time so that most games will finish around the year 3,000 A.D.


Civilopedia
~~~~~~~~~~~~~~~~~~~~~~~~
.Resource descriptions changed
.Despotic descriptions are now changed to Tribalistic descriptions
.Ghoul Nation / Set history added
.Brotherhood of Steel / General Maxson history added

Note that the Ghoul Nation and Brotherhood are listed in the Civilopedia but are not yet implemented into the MOD.

Well theres some good news, and some bad news. The background works fine and looks pretty sweet, but the heads dont and as soon as you get a popup it crashes the game.
But once you fint the problem let me know coz id love to get em in the game

well i reinstalled both civ and the new files and it no longer crashed, but i still had the problems of it not showing the heads, so i checked the small heads folder and it turned out that for some reason it had'nt over written the existing files (infact they diddnt even have the new files in there even after i extracted in 3 times) so i tried dragging the files directly from the zip file to the smallheads folder and this time it works fine.
It looks real sweet man, a job well done

I registered with Civfanatics for the sole reason of replying to this thread.

A splendid fellow on the Vault-Tec Community Forums was kind enough to give me a link straight to this thread in a thread I had opened there:

As I said on the Vault-Tec forums, I was very disappointed by Civ III, but eventually came to the conclusion that the main gripes I had agianst the game were merely cosmetic. In the end, I thought it would be a great idea to create a graphical and audio pack for Civ III using Fallout as a basis.

It came as a hell of a surprise to see that someone has already done it! More power to your arm for having done so, too. Ignore those scum who have voted negatively against your mod-pack; they wouldn't know true genius if it jumped up and kissed them on the lips. ;)

I notice that the last post in this thread was written over a week ago, so I hope I'm not replying to a long-dead thread. However, Skarecrow, if you read this and want any help whatsoever on more Fallout mod-packs in the future, please don't hesitiate to contact me on josefgiven@hotmail.com whenever you like.

Sure, I'm no computer-wizard; I've got no art package to speak of, no sound-editing package and I have a big commitment running a game on the internet, but I have bags of enthusiasm for a work like this.

For starters, I was pissing about with the ACM2WAV program, which unpacks all the sound effects from the Fallout files. I now have all of Fallout's wavs all unpacked and unzipped on hard disk. I thought it might be an idea to replace Civ III's naff 'jungle-drum' sound effects with the pneumatic hiss and beeps that sound at the end of a round of combat in Fallout.

Would you like me to sift through the wav list and email these effects to you?

Here are a few sound effects I managed to find in the massed heap of Fallout SFX and upload to me webspace. Oddly, played on Windows Media Player, they sound speeded up to almost twice as fast as they do within Fallout. I don't know if you've got a program that will help you to slow the samples down to their proper rate...

Thanks for your reply :) I appreciate it must have been hard to respond what with your monitor being on it's last legs. ;)

I have a lot of gripes with Civ3 too....To me, it feels basically like Civ2 except now we have cultural borders...cosmetics is a lot to blame, but this was never a game about graphics...My feelings about the game are slightly different. I never really got into SMAC because the sci-fi, too-dark setting put me off, so I never really got to appreciate the diplomatic features in it.

Speaking purely for myself and I realise this is an opinion that other forum users are going to balk at, but I was fully satisfied by the game's new gameplay features, but was totally repelled by the new menu and icon, and audio interface. I agree with you that a game like this relies fully on the game mechanics rather than flash-bang media, but as I say, I think the choice the Firaxis people made of menu style etc. was insane given the game's pedigree.

Anyway, I'm waffling, sorry. I spent a few hours yesterday evening scanning the 'net for freeware .wav editors in an attempt to get these FO (Fallout) sound files sorted. As you correctly guessed, the files were recorded at 22KHz, but on all the packages I downloaded, they played at the same roughly double-speed. I imagine that the FO game itself 're-speeds' (for want of a better word) the sound files in real-time whilst playing them in-game.

Interestingly, there is a text file that unzipped with all the samples when I used the ACM2WAV program on them. I've uploaded it just in case you're interested. Even though the file extension is .lst (never heard of it!) it opens fine in Wordpad and is perfectly legible. It lists each sample in the game and with each, there are three numbers, thus:

I am guessing that the first number is the size of the sample in bytes, and the second number, the frequency rate at which to play the sample correctly. As for the third number, your guess is as good as mine, mate.

Best of luck with the FOT campaign, dude. I had a crack at the FOT level editor but I think that that kind of level of modding is too hardcore for the likes of me. Bloody roof-caps! ;)

Whilst you're busy with that, I think I'll have a stab at redoing the Civ III samples myself and upload them here as a plug-in that could hopefully go hand-in-hand with your graphical work, if you like the idea. :) I found that the Civ III files system is a lot more accessable than I had previously thought.

Oddly, I found that the only freebie wav editor that I could get to alter the frequency play-back rate of a sample and save it properly without distortion is none-other than Windows Sound Recorder! Unfortunately, this thing only gives me the option of slowing samples to 50%, which is far too inflexible for what I need to do with them.

Do you [Skarecrow] or anyone reading know where I can pick up a decent freeware sound editore that will allow me to 'slow' (or whatever you call it) a sample to any rate at all?

Having problems creating the leader head. It isn't playing correctly during Diplomacy. You can read about it in this thread.

Here is a teaser of what the animated heads will look like. These heads are all in the same position, but they DO MOVE. I just didn't want to waste space loading up all the head positions. I made the happy, content, and angry color coded because you can't really have expressions with that huge power armour.

This leaderhead will be for The Enclave. I found a picture of Maxson from Fallout 1 to be leader of BOS.

I just spoted this in No Mutants Allowed, this is just to congratulate you guys, and to tell you that you can hack art from the fallout games, if you really need some Brotherhood art. Just ask in the Fallout comunity forae and someone will help you.

Try Cabot or Rhombus in Fallout 1. Cabot is at the Bunker entrence and Rhobus is on floor 3.

Also some nice luxerys to add could be Jet Chemicals, Rad-X, Xander root and Brok flower. Not to forget to replace cows with Brahmin.

It's animated! He changes states and blinks. I've only tested it in Polite, Furious and Annoyed - but it should work find in the others as well. If not, let me know. I didn't get too fancy with facial expressions because I couldn't figure out how to keep the file size low. If it looks like it is going to fast or a bit jittery - it's because I had to omit a LOT of frames I had made. In fact I think there are only 5 frames in the whole animation now.

Also included are the various still picture files the game uses at some point. Most are used when you end a game.

The Tech Tree is currently being altered as well as existing buildings.

If you are playing the Fallout Mod and it crashes, install the 1.17f patch again AFTER installing the mod. This should take care of any problems you are having.

I have gone to your Yahoo Briefcase site and the mod is not there. I tried it with two seperate Browsers, just to be sure it wasn't a glitch. Is there somewhere else I can get it?

Well, I signed into Yahoo! and even signed up for Yahoo! Briefcase. No go. It shows that there are two files in your Mod Folder, but when I open it, it says "This Folder is Empty". I don't know what is going on.

I am sorry you are no longer working on the Mod. I have really enjoyed version 1.0 of the Mod. I only play Civ III on occasion, so I haven't gotten bored with it yet.

If there is another way I can get the Mod, I would love to get it. I know it would take a while by e-mail. Let me know what I need to do. If you are too busy, I will just stick with 1.0 and keep my eye out for other Mods. I do appreciate your efforts.

Hi, Skarecrow,

Nice to see your Fallout mod is thriving so well. :)

I've been scouting around all things Fallout and I've found that some of the guys over on the Vault 13 (http://www.vault13.net/board/) boards have managed to gather together some of the official fonts used in the Fallout games. I was certain you would want these fonts, so I've uploaded them here! :)

OK, I'm not really sure about how to use the file upload feature, so if I get it wrong, could you please give me a few pointers?

The first one is the font used in the credits that roll when the game first loads up. It's instantly recognisable; try using it to write 'FALLOUT' in white, large, block capitals on a black background and weep with nostalgic joy. ;)

The famous, green Pipboy font is being worked on by Vault-13 board users, who are transforming a .bmp file of the lettering into a .ttf font. I don't think I should upload their hard work without their permission (which I am currently trying to get) so here's the link to the thread where they are discussing the fonts:

I already downloaded the Fallout font from NMA. When I replaced the orginal Civ3 font with it though, everything appeared out of alignment and did not fit correctly with the graphics. Sorry to say, we can't use the Fallout Font in the mod. Dang.

Here is a still from the leaderhead animation of Set of the Ghoul Nation. They replace the French. I'm not bothering with making special units just yet. I think when I do make one, it would either be a Ghoul Defender/Sniper to replace the Musketeer.

I had a look at your site on Nakedpeople, I really like the backgrounds and information boxes. Can you pass on a few tips on how you created the new windows, etc.? The resource window in particular is a real touch of class.

Would you consider doing a sister-mod which only replaces the windows and backgrounds without altering the advisors and civilisations? Perhaps you could even have a pick 'n' mix version of the mod where the user could take the elements of it that they wanted?

Basically I took screen shots in Fallout 2 and mostly Tactics. Then I took elements that I liked and combined them to make a composite. Usually most of the elements that I cut and paste don't fit together very nicely - this is why it takes me a little bit of time to make new graphics. I end up having to draw many sections myself - not much mind you, but it is still time consuming... Having many of the basic graphical concepts already made makes things a LOT easier. After all, I'm mimicing the Fallout look. If I were creating a new look from scratch, I'd go nuts if I weren't get paid. Not that it wouldn't be fun - it'd just be way too much work just for a freeware mod.

Which reminds me, if anyone needs a graphical artists for an ambitious game project - I'd be happy to lend a hand. I like working on screen frames.

I took a look at the Upload button you were talking about. I didn't even notice it. I clicked it and it said that the maximum limit is 3 megabytes! I might split my mod in two and upload it here later in the day.

I was thinking that one could have a few varieties of "blasted landscape"... Moderate, Dry, Superdry. The hills , whatever. Mountains and hills could be rendered in brown, forests could look dead, jungles could look like city ruins that would have to be cleared out... oceans could be that sludgy dark tan color.

I would assume that most of these graphics could be retrieved through screencapping... the difficulty would lie in making it look okay when tiled.

Sorry about this late reply, Skarecrow. My phone-line got severed in a lightning-storm and British Telecom have only just fixed it.

I already downloaded the Fallout font from NMA. When I replaced the orginal Civ3 font with it though, everything appeared out of alignment and did not fit correctly with the graphics.I had to go to the NMA site yesterday to get some patches to play Fallout 2 again. I noticed the font you're talking about, but that's the font the game uses for it's titles as opposed to the green one it uses as the 'pipboy' font.

Could you, perchance, tell me how you managed to change the Civ III font to an alternative one, please? I'd like to have a crack at it myself, even if any of the Fallout fonts aren't suitable.

I remember there was a crew who made some sort of program that could rip graphics straight out of the Fallout 2 compressed data file and I managed to get it working before my Great Reformat. I'll have a sniff around the NMA and Duck and Cover sites and keep you updated if I have any joy finding it again.

Regarding the terrain. I have been trying to make some new terrain. I ripped graphics from Fallout 2 but I had a difficult time with the palette and implementing it in the Civilization 3 format. It was far more work and I eventually gave up. I really like your idea about dead forests. I'll edit the pine forest - that other one really turns me off graphically. That would only be a day's work. I'll try it soon. The city ruins is a wonderful idea too, but I think goody huts will look odd on it. I'd have to experiment with it. Brown hills is great too.

Josef is correct, I can easily change the colors of the existing terrain. Hmmm. Next update you will probably see new terrain! Jungles are the only thing that really worry me. Maybe

I made the ocean bright green slime. Looked nice in the *.PCX files but it was pretty hard on the eyes in the game. Plus it just kinda puts you up sailing ships through green sludge. Brown sludge may not be a bad idea. I'll try it.

I know all about lightning storms! My computer just got hit through my phone line about a week ago now. Fried two PCI ports, a USB port, my graphics card, and my modem. Pesky thing lightning.

I didn't realize that wasn't the same font! I'll snag the pipboy font and see how that looks. Changing the Civilization 3 font is very easy; go to the root directory of Civ3. There should be a file there called LSANS.TTF - that is a true type font. All you have to do is back it up, then rename whatever ttf font you want to LSANS.TTF. Viola! Civ3 will now use that font instead of the generic Sans Serif one. Cool, huh? I've tried a few, just to jazz things up but nothing quite works correctly. Most fonts are out of alignment.

I have those Fallout 2 extraction files! It's a pain in the butt, although handy.

I have photoshop! I never use it, but I have it. Making the landscape blasted is a good idea guys. I never thought about that. I can probably cut and paste blasts from Fallout 2 and Tactics and then try and match it to the terrain in Civ3. This will be a bit of work, but I think I should be able to get on it by next week.

I can use Zip files, Stuffit files, Tar files and probably many other types of compression. I just can't use .exe files. There is a free installer program called VISE Installer that you could use if you are wanting to do an install. Otherwise, as long as you compress the files and give clear instructions on where to place them in the Civ III folders, I can do it myself. I appreciate it. I was kinda feeling left out. After all, I was the one that poked ya into getting it back up. :-)

WISE installer is not free, unfortunately. I will have to look around for something else.

Doing it all by hand is a serious pain. There are nearly 80 files and 15 folders. I'd like to spare you that pain.

Check out the terrain changes I made. Hope you like them.

A = Raider Outpost
B = Goody Hut
C = Wastelands (replaces Grassland)
D = Dead Forest (replaces Forests)
Dead Trees replace Pines
E = Hills - colored to match Wastelands

Okay, I hope this isn't too confusing. The Wastelands produce only 1 food like the old plains. The new Plains, which you can see has not been altered graphically, now yields 2 food like the old grassland. I thought this would really screw people up, but after playing it for a while, it is really easy to get used to since the Wastelands doesn't look like it produces anything and the Plains obviously looks like it does comparatively.

This is Skarekrow.

I was browsing around a store for some older or used computer games. I had some time and thought that I'd like to play something. Well, I snagged a used copy of Civilization III. I couldn't help myself. I love this game! I downloaded all the updates and you know what? All the feelings that made me want to make a Fallout Mod came back to me.

So give me a little time to save up some money. I'll buy Fallout Tactics (which I wouldn't mind playing again either) and Fallout 1 & 2 again. Then I'll snag the new Civ3 Add on - Play the World I think it's called. THEN I'll start on a new Civ3 Fallout Mod. If anyone wants to send me these games or even a donation, I'd be much obliged.

Sorry. I'm not interested in uploading the resources unless they are integrated into a final MOD.

In any event, I'd ask that you please restrain yourself from ripping graphics and ideas from other people's MODS. It's just not cool. Personally, I think if you can't do the work yourself, you shouldn't even be trying to make a MOD.

You can do what I did. Take screen captures from the Fallout games and use those screen captures to make your graphics. It's a pain in the ass and takes forever, but it's worth it!

wow, no reason to get that kind of attitude. I like to play the game and I have no ambition to "rip you off". I thought your graphics were nice and I wanted to use them in games I play, by myself, or with friends. If you have such an issue with people downloading your stuff why did you put your work in the forums in the first place?

I didn't "get an attitude". After all, I did say "please". I'm sorry if you felt I was being mean. I simply meant that people making their own MODs should not take work from other people's MODs. If you feel that is unreasonable, then... Well, I don't know what to say.

Once the next MOD is released, you are free to do what you will.

Thats how you make a better Scenario, mix up Scenarios.
I make up alot of my Scenarios but I also use alot of other people ideas in my Scenario( with respectful permission ) and that made them alot better.

Ideas are one thing. Graphic files are another. I'm not opposed to taking an idea and making it better (assuming you really do make it better and not worse... I'm guilty of that myself). What I'm opposed to is taking graphics files and using other people's modified BICs (studying them is okay, but actually using them in your MOD I don't think is). My intention isn't to stifle creativety - quite opposite actually. I think people are much more creative when they start from scratch to emulate or build on another idea.
