I just bought civilization IV because I heard it was a <snip> game, but my roommates friend stole it before i even got it out the box, anyone wouldnt know a place I could get it. Don't want to spend more $ to buy it again...

No. That would be piracy. If your roommate's friend stole it, and you still have the receipt, show it to the proper authorities rather than stealing it again.

Have you considered another portion of the mod that would allow you to build multiple barracks in a city?
This would be an excellent way to simulate military training centers, and special operations schools.
The idea is that any civilization could build any number of barracks in any number of cities, but each additional barracks in a city would cost an ascending amount (either to build or in maintenance, or both).
This would allow for units to be trained for specific conditions, and would be better than creating a bunch of different specialized units.
I attempted to build this mod myself, but I have very little skill as a scripter.

That's a interesting idea. There could be a "ranger school" for learning to infiltrate enemy lands and a "bond school" to be invisible (and order martini's ;-).

For promotions and xp's there's already a great Military Bases Mod by TheLopez. Maybe that mod could accomodate some "spec ops" stuff. If not someone else does, I might do it in some future version.

I'm working on inserting a copy of the gunship as a HUEY. The skin and icon works, when overridding the gunship's. XML files with text for civilopedia, objects, strategy load fine along with xml for art defines.

BUT every time i add a unit or class in CIV4UnitClassInfos and CIV4UnitInfos the game crashes on load. Files attached - please someone give a hand.

Everything looks in order except, <Special>SPECIALUNIT_PEOPLE</Special> this tag might be needed to use unique names.

This is on my to-do list for the military bases mod. Basically, it would include the options to expand your existing barracks to train units in different types of skills. Not just increase their XP level.

(LESSON #1: When modding, *never* assume a previous savefile can load, when the mod content has changed, allthough the mod name/folder hasn't).
