I have such a hard time getting GP scientists in the early game...actually the whole darn game!! There are a few buildings and wonders to build at the start of the game, but some how the other GP get the last laugh. There must be something else I need to be generating to increase % to get GP scientists.

Try using more Scientist specialists.

The Great Library is also an absolutely insane source of Great Scientists

Beeline to writing early in the game. Build a library in at least one of your cities. Turn a citizen (or two if you can) into a scientist, and you should eventually get a great scientist.

The Great Library also helps, as another poster pointed out. Oxford University and computer labs also allow you to have more scientist specialists.
