What impact, if any, do the Palace-type buildings have on city upkeep when you are in state property civic?

I think that with those wonders, State property wouldn't have have a great effect other than elimanating city upkeep costs. But I could be wrong.

I think that State Property eliminates all distance related upkeep costs, so it would render those two things useless.

Thanks, I think petey is right. I just remember from Civ3 days that even in Communism you would benefit from the FP and also the Secret Police HQ, because there was that system of not just distance but also ranking, which I never understood.
