I have put the files in the MOd directory under Program Files, made the Maps Public Files but it still says invalid domain and i can't load the maps or scenario even after loadign up a MOD.
This is easily the least user friendly game i have found when it came to uploading a simple MOD.
I will probably wait a day or so then for help then i'm finished with this and selling the game.

Alright, there is nowhere that tells me hwo to do it, ive reloaded the game once and the MOD 5 times, and no avail.
I have the MOD Data under its' own file but it is trying to load the files through a file i don't even have

Your Mod directory probably should be in,
C:/Program Files/Firaxis Games/Sid Meier's Civilization 4/Mods/yourmod
Or if you have a different install directory it should still be under
Sid Meiers Civilization 4/Mods/

Mod Error: Mods\EE3\ is an invalid mod directory, ignoring
I get this message when trying to load the Europa Europa 3 Mod, i have the EE3 file in the Mods directory from the main Program Files as he instructed but it doesn't work.
I would really like help or a suggestion.

All mods should be placed in the CUSTOM mod directory.
If you look in the main game directory, there should be a shortcut which is called _Civ4CustomMods.
This is actually a link to the following path:
\My Documents\My Games\Sid Meier's Civilization 4\MODS\
Try unzipping you mods there.
