I used the civ3copy tool to import LWC's rules onto Marla's world map...or was it the other way around?

Not important, i don't think. All i know is that i cannot build anything related to the sea.

All the other civ's can, but I (americans) cannot. No harbor, no ships, no coastal fortress, nada.

Any one have any ideas?
