I have been trying to set up a PBEM game where players have starting gold to build units or improvments etc.

I have not been able to do it. Can you start a PBEM game using custom maps and setting? IF so how?

You can't hurry improvements without one of the later government types... Universal Suffrage, to be exact.

True: but how do I start a PBEM game with a custome map or starting gold or more starting units?
