I have no idea what this question is asking, honestly.

There are several levels, though, of MTDG participation; the most basic requires, really, nothing, except your involvement. You can just read discussions/polls and participate in them. Or, you can open the save your team receives via email, and make comments based on that. You can make yourself as active as you want.

PS: I advise you to look over things in the Civ3 MTDG (http://forums.civfanatics.com/forumdisplay.php?f=161) to see how things are done, even if you can't view a private forum.

Also - why couldn't you have used this thread? (http://forums.civfanatics.com/showthread.php?t=158826) That's the whole purpose of this thread...

I wish I could merge threads...

you dont need to have anything as you can merely comment as part of a team but i like you GA have no idea what hes saying.
