The following functions are performed by the upper leadership (alternate names in brackets):

Turn Player [president]: plays the turn, makes all decisions not delegated to other leaders
Judge [team captain]: settles disputes regarding the team's internal affairs; interprets the law
UN rep: acts on behalf of the team in the UN
DP: backup designated player(s) This position will only be voted for separately, a chain of command can be set up so that other elected officials can play the save if need be.
