Starting as Japan, I opened by moving my Warrior to a Hut sitting next to my Settler. I score a Worker, who having nothing better to do, begins to build a road on a grass-hill-forest square. Then I found my first city. The road building Worker is within the eight square area, but the Warrior is not.

Now I start the city building Barracks and notice that they will take only 10 turns. On further investigation, it appears that the two hammers from the Worker's square are being added to the city's production, even though that square is not being 'worked'.

Sure enough, the Barracks were built in 10 turns, even after the Worker had finished the road and moved on. Once the grass-hill-forest-road was being 'worked', things went back to normal. :confused:
