We will want to rush an Airport in Samarra ASAP, but could start building after that but apart from that do we start building it by hand as soon as we can rushing if we get a MGL or wait until we get a MGL and build other things in the meantime?

I would think culture in Samarra first and wait to see if we get a GL soon.

Hopefully we'll get a MGL quickly after we learn fission. Building the FP by hand would take quite a long time. The FP in Oxford for getting 3 productive cities over there would be good.

I too prefer Oxford which will allow us a liitle time to hopefully get a MGL first.
