Thanks guys for the tips you guys gave earlier so I was able to win cultral victory on monarch a couple of turns before the opponents got the space ship finished.

Basically here is what I did.

I started off on a decently large island with lots of trees(quick chops). Built, Pyramids, stonehenge, Parthenon, GL, and Hanging gardens. The tricky part was building them in different cities to spread out culture evenly.

Got Notre Dame and Spiral Miranet but missed sistine chapel.

Got the liberalism first.
Blitzed to mass media, bought the three happiness wonders and eiffel tower and then set culture up to 90% and won.

I've included my game file so you guys can tell me what I did wrong. I am going to try the cultral victory on emperor sometime soon.

Here is the download to the file(forum wouldn't let me upload it)

Sounds good. I've won a couple of cultural victories on Monarch by following some of the advice on this forum.

Quick question though - why bother with the late-game happiness wonders? Once you've got Free Speech for the culture bonus, you'll be setting 100% culture anyway. The sooner you start, the earlier you'll win. Generally I've won well before any of the AI civs started building for the space race (although one game did right to the wire)

The other wonders are not helpful, but broadway, hollywood, and Rock-n-roll all increase cultral production by 50% and Eiffel tower gives broadcast tower in every city. I found those to be crucial.

I think StrideCollosus was asking why you kept your science rate high enough that you were able to research the techs for these wonders before you built them. In other words, why didn't you pump the 90% or 100% culture rate a lot earlier, and just stop researching?

Though those late game wonders do produce a lot of extra culture, they come late. By shutting down your research early, and putting all your energy into culture, you might have reached the cultural win earlier.

I didn't do the math calculation I guess. But had I switch to all Happiness right when I got liberalism, I would have been producing ~ 200-230 culture per turn in my cities, with those wonders built, I easily produced ~ 500 culture per turn in my 3 cities. And it helps my GPP.

Something that is often ignored in a casual comparison is that the player who goes into culture mode after liberalism isnt going to keep that constant culture rate. His/her culture per turn is also going to be going up over time. So while he is looking at ~250 culture per turn on turn 1 of the culture age, he will average an amount meaningfully higher.

Add to this figure the Great Works bombs. In marathon a great Work is worth 12,000 culture. If he will win in 200 turns, then each is effectively worth 60 culture per turn to him. He can generate a lot of Great Works with multiple farm cities dedicated to producing Artist GPP.

In short, Great Artists are the bomb and the liberalism switcher is going to blow the doors off of those that research the modern culture wonders.
