I've played many pc games on this computer but with this and rct4 i cant see where the curser is and there is nothing on the menu just a screen with the background and a square moving around on the screen as the curser. when i click something some of the stuff on the next screen comes up but outlines, highlighted bars, words or anything you would need to actually play the game doesnt show up.

You are probably right about the video. I suspect that chipset doesn't support TnL, a minimum hardware requirement. Looking through several sites including Toshibas I couldn't find any association with that and TnL, though it does look like it would play movies really well.
There's a seemingly competent test at System Requirements Lab (http://www.srtest.com/referrer/srtest) you may want to run.

chipset does support TnL per that specification, but you might need better drivers and they might not exist. and card is so weak that even if you make it work, it is gonna run like slideshow.
