Innovia has already voted no cheating and city flip after conquest

It seems to me that "city flip after conquest" would give an edge to creative civs. I am thinking we shouldn't vote for that unless we plan to crank out lots of culture (and I seldom ever play that way).

I'm thinking No Cheat/custom (unless Sirian needs to be off) and raging barbs. And that's it
