I have posted this same idea over at apolytion and it hasn't seemed to pick up much steam, so I thought I'd see what you guys thought...

Trade Embargos....

The UN Leader would get the usual screen and then pick trade embargos from the list of things to vote on. A new seperate list of all playing civs would then pop up. You would then select the nation and vote yes, no, abstain. This vote would require the usual percentage and if it passes all current trades are cancelled with that nation and no future trade is allowed for 15 turns.

Peacekeeping...

The UN leader would select Peacekeeping from this list of votes and then again select that nation to act on. This however is slightly different, the vote requires a 51percent majority otherwise nothing happens, with the 51 percent only those voting yes goes to war. This lasts for a duration of 15 turns and then those who voted yes may declare peace.
