I love the idea of the minor civs, but I think Stardock needs to work on them a bit. In my games they make tons of constructors and not much else. I took over a planet of one after killing 9 constructors that they had produced and done nothing with! They know how to put constructors on resources, but not to make starbases around their 1 planet. I understand that they aren't colonizing other planets, but they need to at least defend themselves!

In a game I played last night (Normal difficulty, Normal gal. size) the Dark Yor took over 1/4 of the galaxy by themselves. They certainly built warships! Off course they got some techs from me (Plasma Weapons), but either way, they impressed me by their zeal to exterminate the living.

Well that's good news! Maybe I haven't been giving them enough techs. ;)

In one of my first games I had a planet in the same system as one of the minor civs (can't remember which one anymore), and they proceeded to build not one, but two influence bases in between our two planets. Maybe it was beacuse I started it with an influence base of my own since I was going to attempt to get them to convert... Not only did they build them, but they upgraded them pretty good as well.
In other games I have indeed seen them with fleets of starships, and a couple have even taken over other star systems - although I am not sure if by conquest or by colonizing as it was in a far sector of the universe.
I believe that all of this happend at normal difficulty level, medium size galaxy.
