Just got the message that travellers have spotted a new civ being formed. Odd that they're already ahead of me in tech though. ;)

yeah but new civs usually (*low difficulty levels) don't have much of military at start. If that is a case, go get 'em.

I must be too much of a pacifist since that never occured to me. Argh.....

Typically a minor in GalCiv 1 that came along later would start with every tech that at least the least advanced major race had. I believe the same thing goes for GalCiv 2.

new races = new 15 pq worlds for me, mwahaha! *evil laugh*
